BUDGET HEARING AND SPECIAL MEETING OF THE ELECTORS

 

PUBLIC NOTICE IS HEARBY GIVEN that the board for the Town of Wells will hold their Budget Hearing for the Proposed Budget for 2021 to be Paid in 2022 on Thursday, November 11th, 2021 at the town hall located at 11754 County Highway XX, Norwalk, WI 54648. The Hearing will take place at 7:00 p.m. and the Special Meeting of the Electors will follow immediately, called by the town board pursuant to sec. 60.12(1)(c) of the Wisconsin Statutes that will be held to adopt the 2021 town tax levy to be paid in 2022 pursuant to sec. 60.10(1)(a) of the Wisconsin Statutes. PUBLIC NOTICE IS HEREBY GIVEN that the board for the Town of Wells will hold their Public Budget Hearing on Thursday, November 11th, 2021 at the town hall located at 11754 County Highway XX, Norwalk, WI 54648 at 7:00 p.m. The Public Budget Hearing will review the PROPOSED BUDGET FOR 2021 TO BE PAID IN 2022 for the Town of Wells of Monroe County. Immediately following the completion of the BUDGET HEARING there will be a Special Meeting of the Electors, called by the town board pursuant to sec. 60.12(1) (c) of the Wisconsin Statutes will be held for the following purposes:

PUBLIC NOTICE IS HEREBY GIVEN THAT the Board of the Town of Wells has approved the adoption of Resolution No. 2021-2 for updating the Comprehensive Plan for the Town of Wells. Whereas, on July 13th, 2021 the Planning Commission recommended adoption of the Public Participation Plan by the Town Board: NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Wells hereby adopts the Public Participation Plan for amending the Comprehensive Plan in EXHIBIT A that can be seen in detail by contacting the Town Clerk at 608-654-5489 to fulfill the requirements of Section 66.1001(4)(a) of the Wisconsin Statutes.

Dear Residents of the Town of Wells,

 

            On behalf of the Town of Wells, I am writing to you to inform you of the recently approved changes by the Town of Wells board in the garbage pickup program that is currently taking place in the township. For many years there have been days set aside in each month to offer garbage pickup for its residents. On every second and fourth Wednesday of each month, the town’s patrolman would pick up garbage that was placed in a purchased Town of Wells garbage bag that was secured and placed at the end of the driveway of each residence. Every second and fourth Saturday of each month the town hall shop would be open to receive recyclables and purchase garbage bags at the site for $1/each for garbage pickup. During the June and July of 2021 town board meetings, the difficulties of garbage collections became an issue that was brought to the attention of the town board. It was noted that there have been many difficulties that have occurred while picking up garbage bags. There have been many times that the bags have been torn or unsecured in which some or all the contents have spilled out leaving the patrolman to clean it up. There are many overpacked and heavy bags that also need to be thrown by hand by one person into a truck box which is 5-8 feet off the ground. There are also many inconveniences due to the conflicts with weather conditions such as snowfall or ice on roadways which need to be plowed or deiced before travel on roads each morning. Only after the roads are cleared does the delayed garbage pickup route start and then is completed. There are also summer road projects that had to be worked around before and after the pickup of garbage route that cause a delay in the projects undertaken. This issue is also a safety issue as the patrolman is working alone, along the town roads, county roads and the state highway in some conditions that are endangering. At times the weather involves very low visibility and with oncoming traffic.

 After much consideration and discussion, on August 12th, 2021, the board voted 2-1, to approve of a change in the program, effective October 1st, 2021. A motion was made and approved that an 8-10-yard dumpster would be rented from the Modern Disposal Systems and would be brought to the town hall location of 11754 County Highway XX, Norwalk, WI 54648. Every Saturday, the covered dumpster would be open to the residents to receive garbage in the purchased Town of Wells bags. Garbage only would be allowed in each of the bags. There will be an attendant of garbage collections hired by the board of the Town of Wells on site from 8 a.m. until noon to supervise collections. The dumpster will be emptied weekly. Recyclables can also be brought to the townhall and can be placed in the proper dumpster for recyclables as usual but will be collected every Saturday also from 8 a.m. until noon.  A motion was made and approved by the board to increase the fee for each Town of Wells bag to $2/bag to help offset the increased expenses for hiring the attendant and increasing landfill disposal fees. The bags can be purchased at the town hall during the Saturday collection days for $2/ea.

There is also an option for town residents. Any resident can opt out of this program by contracting with the Modern Disposal Systems by calling 608-269-4300 or 608-269-2789 or 608-269-1113. The option is open to the residents that would choose to lease a small dumpster from Modern Disposal System instead. A small dumpster will be provided and placed at the end of the driveway of the resident by Modern Disposal Systems. Modern Disposal Systems will pick up and dispose of the garbage only at your expense. The Town of Wells bags will not need to be purchased in this contract with Modern Disposal Systems. Recycling collections will also continue to be taken at the town hall as usual from all residents on every Saturday.

 The Fall Large Item Garbage Collections Weekend will take place on Friday, October 1st, and Saturday October 2nd, 2021. Collection times are 8 a.m. until 3 p.m. each day. The board is open to public input or recommendations during this weekend concerning the changes. The Spring Large Item Garbage Collection weekend will continue to be during the last weekend of April of each year.

PUBLIC NOTICE IS HEREBY GIVEN that the Town of Wells will open the polls for the SPRING ELECTION that will be held on Tuesday, April 6th, 2021 at 7:00 a.m. at the town hall located at 11754 County Highway XX, Norwalk, WI 54648. The SRING ELECTION will determine the candidates chosen to represent the State Superintendent of Public Instruction, the local school board members of the Sparta, Cashton or Norwalk-Ontario-Wilton School Districts as well as the local town board members. The incumbents that are running for the offices on the local town board are Chairman Dennis Hemmersbach, 1st Supervisor Jeff N Schmitz, 2nd Supervisor Gregory Schmitz, Treasurer Simon Wells and Clerk Diane Schwarz. All candidates are running unopposed. The polling site is handicap accessible. The polls will close at 8:00 p.m. At the close of voting on Election Day, pursuant to the provisions of Wis. Stat. 19.84, the Election Inspectors at the polling place will convene as the Local Canvassing Board for the purpose of conducting the local canvass pursuant to Wis. Stat. 7.51. VOTING BY ABSENTEE BALLOT

 

Any qualified elector who is unable or unwilling to appear at the polling place at the SPRING PRIMARY may request to vote an absentee ballot. A qualified elector is any U.S. citizen, who will be 18 years of age or older on the SPRING ELECTION to be held on Tuesday, April 6TH, 2021 who has resided in the ward or municipality where he or she wishes to vote for at least 28 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot may be issued.

 

TO OBTAIN AN ABSENTEE BALLOT YOU MUST MAKE A REQUEST IN WRITING OR ONLINE AT MyVote.wi.gov.

Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both. You may also request an absentee ballot by letter. Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature. You may make application to your municipal clerk for an absentee ballot in person, by mail, by email or at MyVote.wi.gov

Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror. If this applies to you, contact the municipal clerk.

You can also personally go to the clerk’s office or other specified location, complete a written application, and vote an absentee ballot during the hours specified for casting an absentee ballot. To obtain an absentee ballot, send a written request to:

The deadline for making application to vote absentee by mail is 5:00 p.m. on the fifth day before the election (Thursday, March 1st, 2021)

(Military electors should contact the municipal clerk regarding the deadlines for requesting or submitting an absentee ballot.)

 The first day to vote an absentee ballot in the clerk’s office is Tuesday, March 23rd, 2021. The deadline for voting an absentee ballot in the clerk’s office is 5:00 p.m. on the Sunday before the election (April 4th, 2021).

All voted ballots must be returned to the municipal clerk, so the clerk can deliver them to the proper polling place before the polls close on the SPRING ELECTION (April 6th, 2021).  Any ballots received after the polls close will be counted by the board of canvassers if postmarked by Election Day and received no later than 4:00 p.m. on the Friday following the election (April 9th, 2021).
